• Measurement has a high profile in modern health care systems because it can facilitate greater accountability and help to improve quality. • Some aspects of general practice care can be measured with greater validity and reliability than others-sometimes meaning some important areas are overlooked. • There are some significant conceptual and practical problems with using quality indicators in general practice and these should be addressed. • Measurement and use of quality indicators are at their most powerful when used as a mechanism for improving systems of care rather than judging performance. • Health professionals, managers and the public should work in partnership when measuring quality in general practice – quality indicators should not be seen as solely a management tool.
